This report examines the Quality Improvement Organization program in detail and proposes a major restructuring of it so that it can become an important national resource integral to strategies of performance measurement, public reporting, and payment incentives.

The QIO program should focus on offering, through its infrastructure in each state, technical assistance to providers and practitioners aimed at building their capacity for quality improvement.
